Analog Broadcast Migration to Digital is Being Urgent



Jakarta, CNN Indonesia – Discussion of Broadcasting Billing Bill still has not met the meeting point. Of all the debates, the migration of television broadcasts from analog to digital is considered very urgent.

Indonesia is now one of the two countries in Southeast Asia whose broadcasting system has not been digital ‘migrated’. Whereas in the ITU agreement, the UN agency that deals with technology, migration should be done in 2015 then.

Vice Chairman of Broadcasting Commission Rahmat Arifin said Indonesia has been too left behind by the Broadcasting Bill that never completed. The longer the legalization is done, according to him Indonesia is increasingly hampered transformed into a world digital economy.

“By entering digital TV we will be able to digital dividend,” said Rahmat in a discussion at Multimedia Nusantara University on Monday (7/11).

Currently the Broadcasting Bill itself is already in the hands of Parliament. However, it does not cause unenforceable. The debate in the House is now tapered in the form of migration to be performed, between a single mux or multi mux.

Rahmat submitted a 10-year Broadcasting Bill that there is a possibility that the government has issued Law Enforcement Regulation (Perppu).

“He (Rudiantara) stated that if by the end of 2017 the Broadcasting Law is not legalized, it is likely that the government will determine the Perppu of Broadcasting in 2018. This means that if Perppu Penyiaran is published then it means that Indonesia has digital emergency, just like the Perpmas Organization,” Rahmat said.

Digital broadcasting will use a much more efficient frequency. Of the wide frequency frequencies used on analog systems, there is 112 MHz noise during digital broadcasting systems.

The so-called 112 MHz digital savings will be converted for a variety of purposes, from strengthening broadband internet networks to disaster mitigation.

The only current digital migration barrier is actually using single mux or multi mux systems. Both may be used in the domestic broadcasting climate.

But in the context of democracy, single mux that requires a single state-owned operator such as TVRI or Public Service Agency (BLU) will have wide powers. The potential for misuse or state intervention into this sole operator is so fearful of this system.

Rahmat also adds the ability of TVRI as a government broadcasting agency as a single operator is still doubtful. “But please forgive me frankly a bit dubious because the frequency is still complicated by difficult issues,” he said.

Neil Tobing of the Association of Indonesian Private Television (ATVSI) assures that multi mux systems are more reliable because they are more experienced in broadcasting in this industry.
