History of Broadcasting in Indonesia




            With the development of television in Indonesia since the 1990s, and according to the development of information media, especially television to make the world increasingly crowded with diverse events and information that can be enjoyed directly through the electronic media television. Although the flow of information flowing has a positive and negative impact but it can not be inevitable because of the dynamic changes of the times. The existence of the development of information flow, actually runs naturally according to the development of human civilization itself. Based on Alfin Tofler’s Theory of Theory, in his book The Third Wave, is described about the cycle of human civilization in three (3) main categories, namely: 1). First Civilizations: marked by discoveries in agriculture. 2). Second civilization: marked by the industrial revolution. 3). Third Civilization: the development of science and technology revolution. Of the three civilizations, the third civilization that is currently in the spotlight all over the world and the Indonesian nation to remain active and involved in the development of television and can compete with other countries.

         In line with the development of information technology, especially television broadcast, the presence of law no. 32 of 2002 on broadcasting, where the law provides opportunities and opportunities for the establishment of new broadcast television stations. In this broadcasting Act, as in article 31 of the ninth part of the Broadcasting Station and Broadcast Reach Area there are verses which read: 1). Broadcasting Institutions conducting radio broadcasting services or television broadcasting services consist of broadcasting of networks and / or local broadcasting stations. 2). Public Broadcasting Institution may conduct broadcasting with network station system that reach all territory of Republic of Indonesia. 3). Private Broadcasting Institutions may organize broadcasts through network systems with limited reach. 4). Further provisions on the implementation of the network station system is prepared by KPI with the Government. 5). Local broadcasting stations may be established in certain locations within the territory of the Republic of Indonesia with limited broadcasting coverage of the location. 6). The majority of the initial capital ownership and management of local broadcasting stations are prioritized to the communities in the area where the local stations are located.

The emergence of this broadcasting law, even though it is said to be late after several television stations broadcast, but it should be positively appreciated that it has become a regulator for the implementation of television broadcasting system in Indonesia. It is apparent that before the Act was born in 2002, the operation of television stations since 1990 such as Televisi Republik Indonesia (TVRI) was only known for the entertainment and TVRI news broadcasts (and not the Public Broadcasting according to PP No. 11 and No. 13 year 2005). After that, around the world of television in Indonesia was enlivened by the presence of five (5) television stations, among others: Rajawali Citra Televisi Indonesia (RCTI), Surya Citra Televisi (SCTV), Education Television / Indonesian Family (TPI), Andalan Televisi (ANTEVE) , and Indosiar Visual Mandiri (INDOSIAR), all of which have been on air nationally. These five stations are then in accordance with the birth of Law No.32 of 2002 known as Private Broadcasting Institution (the fifth section of article 16 paragraph 1).

With the advent of television technology in Indonesia, then five (5) years later in 1999 through the Ministry of Transportation (d / h Ministry of Information) with the Decree No. Minister of Information. 286 / SK / Menpen / 1999 has granted licenses to five (5) new private television stations, namely: PT. Television Transformation (TV Trans TV), TV7 (later merged / joined Trans TV and named Trans7 until now), PT. Global Quality Information (Global TV), Lativi, and Mtero TV. With the development of television broadcast so rapidly up to now, seen the telavisi stations both National and Local scale take part and enliven the development of television technology Indonesia.
